Process ownership is defining one head to be the owner for the specific process- I mean one head and not team or main owner and the deputies etc.
My definition – Owner is completely responsible for its definition, executions and outcomes irrespective of whether it is a good outcome or bad outcome. Ideally the process owner should be from the middle management so that the political wrapping of issues does not happen .

Having the process ownership defined in the organization and having its effective implementation are two different things.
Inclusion of good measurement criteria’s and a regular measurement monitoring system are key to the success.
